The attention of all the Regional Joint Directors of School Education, District Educational Officers and Additional Project Coordinators of Samagra Shiksha in the state is invited to the subject cited, In accordance with the provisions of the National Education Policy 2020 for fulfilling needs-based training of teachers, under the aegis of AP-SALT Project, a Training Needs Analysis (TNA) survey needs to be rolled out to all the teachers, and based on the teacher’s interest aligned with their professional development and competencies, courses need to be developed and rolled out for consumption. This includes improved coverage under need-based Teacher Training connected to TNA.
The following details are regarding TNA 2025-26 (TNA Year 4) Phase-2 and TNA 2026-27 (TNA Year 5).
Implementation of TNA Year 4 in 2-Phases
First phase:
The first phase of TNA 2025-26 (TNA Year 4) was completed in the third week of July 2026.
- In the first phase of TNA Year 4, complex HMs identified 10 teachers from their respective complexes, ensuring that the selected teachers represent both Primary and Secondary levels, with representation from the following subjects:
- Primary: SGT (English/Telugu), SGT (Mathematics), and SGT (EVS) – 1 teacher from each subject.
- Secondary: SA (Telugu), SA (Hindi), SA (English), SA (Mathematics), SA (Physical Science), SA (Biological Science), and SA (Social Studies).
- The complex HMs shared the Survey form link with all the selected teachers and facilitated their participation in completing the survey. The survey findings were analysed alongside available Classroom-Based Assessment (CBA) evidence to identify priority areas for teacher professional development.
Second phase:
- In this phase, a survey will be rolled out to all the teachers of the state listing the proposed course options to teachers to gauge their interest and preferences and support prioritisation of courses for subsequent development and implementation. The different professional development course options listed have been identified based on the findings of the first phase of TNA at complex level and available Classroom-Based Assessment (CBA) evidence across the state. Each teacher would be asked to give their preference on the courses they are interested to take part in.
- Complex HMs are expected to orient teachers and support them in completing the survey.
Implementation of TNA Year 5:
- The Year 5 survey will be rolled out to all teachers of the state covering the implementation and use of new textbooks, Teacher Handbooks, assessments and Value Education. The survey will try to understand teachers' experiences, challenges and support needs in these areas.
The administration of the Year 4 Phase 2 and Year 5 surveys will be conducted together for ease of access and participation.
- The TNA Year 4 phase 2 and TNA Year 5 survey is to be rolled out to all the Teachers of the State from 10th September, 2026 to 30th September, 2026.
- Survey CTO is the name of the form that will be used for taking responses. All the responses should be entered into the Survey CTO form. The form, containing specific questions, must be filled out in English by 30th September, 2026.
- The platform for this survey is based on the recommendation of the state.
The flow of TNA questionnaire is as below:
- Submission of basic details.
- Submission of interest for proposed teacher professional development course options offered for teachers from grades 3 to 10.
- Submission of understanding teachers' experiences, challenges and support needs on the implementation and use of new textbooks, Teacher Handbooks, assessments and Value Education resources.
Roles and responsibilities of the Cluster Complex HMs:
- Ensure that all the primary and secondary teachers within your cluster fill the Survey before 30th September, 2026.
- In September, non-language teachers and primary teachers are attending the cluster complex meeting on 19th September 2026 and Language and primary teachers are attending the cluster complex meeting on 26th September 2026.
- All teachers are expected to fill out the survey before 30th September 2026 and the HMs are entrusted with the responsibility of ensuring and facilitating the same.
Therefore, all the Regional Joint Directors of School Education, District Educational Officers and Additional Project Coordinators of Samagra Shiksha in the state are hereby requested to ensure that all the Teachers in your district submit the Training Needs Analysis (TNA) through Survey CTO from 10th September, 2026 to 30th September, 2026.
