School Education Department - Right of Children to Free and Compulsory Education Act, 2009 - Section 12(1)(c) – Revision of the existing Guidelines in accordance with the directions of the Hon'ble Supreme Court of India, Government of India and the National Commission for Protection of Child Rights (NCPCR) - Constitution of a State Level Committee - Orders - Issued.
AP Government constituted a State Level Committee through G.O.Rt.No.141 dated 03.09.2026 to revise the existing RTE Section 12(1)(c) guidelines in accordance with Supreme Court, Government of India and NCPCR directions.

In the circumstances stated by the State Project Director, Samagra Shiksha, Vijayawada in the reference 2nd read above, Government, after careful examination of the matter, hereby constitute State level Committee with the following members, to examine the existing framework and recommend revised Guidelines/Rules in conformity with the statutory provisions and judicial directions relating to the implementation of the Right of Children to Free and Compulsory Education Act, 2009.

The Committee is entrusted with the following Terms of Reference:
- To examine the provisions of the Right of Children to Free and Compulsory Education Act, 2009 and the Andhra Pradesh RTE Rules.
- To study the Judgment dated:13.01.2026 of the Hon'ble Supreme Court of India in SLP (Civil) No.10105 of 2017.
- To examine the Standard Operating Procedure issued by the National Commission for Protection of Child Rights (NCPCR).
- To review the existing operational Guidelines issued by the Government/School Education Department for implementation of Section 12(1)(c).
- To identify the practical and legal issues encountered during
- To recommend amendments to the existing Guidelines in conformity with the provisions of the Act, the Andhra Pradesh RTE Rules, the observations of the Hon'ble Supreme Court and the NCPCR SOP.
- To recommend appropriate mechanisms for publication of seat matrix, centralized online admissions, grievance redressal, transparency, monitoring and reimbursement.
- To recommend measures for ensuring inclusion and non-discrimination of children admitted under Section 12(1)(c).
- To examine whether any amendments to the Andhra Pradesh RTE Rules are necessary and make suitable recommendations to Government.
- To submit a comprehensive report together with draft revised Guidelines within the time stipulated by the Government.
- The Committee, after detailed examination of all legal provisions, judicial directions and implementation issues, shall submit its report along with draft revised Guidelines for consideration of the Government.
