With reference to the letter 5th cited, wherein clarification has been sought as to whether the promotions made on adhoc basis are to be treated as regular promotions for the purpose of regularisation and consequential service benefits such as Automatic Advancement Scheme (AAS), subsequent promotions and step-up of pay, the following clarification is furnished.
It is informed that promotions to the posts of teachers are being effected under the Ad hoc Rules issued in G.O.Ms.No.11 and G.O.Ms.No.12, School Education (Ser.II) Department, dated 23.01.2009, and the subsequent amendments issued thereunder. Such promotions are made against sanctioned regular clear vacancies within the approved cadre strength by following the prescribed 70:30 ratio, subject to the conditions stipulated in the said Rules and subject to the outcome of pending seniority disputes/court cases, wherever applicable, as already clarified in the references 2nd and 3rd cited.
Accordingly, the promotions made under the aforesaid Ad hoc Rules against sanctioned regular clear vacancies shall be treated as regular promotions for the purpose of regulating service benefits such as regularisation, Automatic Advancement Scheme (AAS), subsequent promotions and step-up of pay, subject to the relevant rules governing such benefits and the outcome of pending seniority disputes/court cases, wherever applicable.
In view of the above, the Director of Treasuries & Accounts, A.P., Amaravati, is requested to issue suitable instructions to all the Treasury Officers for admission of claims relating to step-up of pay and admissibility of benefits under the Automatic Advancement Scheme (AAS) in respect of teachers promoted under the Ad hoc Rules, in accordance with the above clarification.
