Background and Implementation
The State Government established 15,004 Swarna Gramam and Swarna Wardu offices to function as the cutting edge of administration, delivering citizen-centric services and welfare schemes directly to citizens. Functionaries from multiple line departments were positioned in these respective offices to ensure effective service delivery.
Previously, the government declared the probation of eligible functionaries, applying regular scales of pay to the 2019 and 2020 recruitment batches effective from 01.07.2022 and 01.05.2023 respectively. This occurred after the satisfactory completion of a two-year probation period, during which employees drew a consolidated pay of Rs. 15,000 per month.
Eligibility for the Special Grade Post Scale (AAS)
The Automatic Advancement Scheme (AAS) is designed to benefit employees who stagnate in their current post or cadre due to a lack of promotional opportunities. According to the provisions outlined in G.O.Ms.No. 7:
- Under the 11th Pay Revision Commission, the Automatic Advancement Scheme continues to grant a Special Grade upon the completion of 6 years of service in the same post.
- An employee completing 6 years of qualifying service becomes eligible for the Special Grade Post Scale, which represents the next higher scale above their current pay.
- The government has explicitly extended this benefit to eligible Swarna Gramam and Swarna Wardu Functionaries appointed during the 2019 and 2020 recruitment notifications.
- The sanction is subject to the fulfillment of all eligibility conditions prescribed under the 11th PRC for the Automatic Advancement Scheme.
Administrative Instructions
The order mandates that all concerned Line Departments, Heads of Departments, and Competent Authorities take the necessary action to sanction the Special Grade Post Scale to eligible functionaries. The Director of SGSW in Vijayawada is also instructed to take subsequent necessary action.
